Main issues, as the Inspector framed them
- whether there is a need for the proposed children's home in this location
What decided it
The significant benefit to looked-after children of being accommodated closer to their family and support networks, combined with the absence of substantive harm to local services or amenity, outweighed the conflict with the development plan policies requiring demonstrated local need.
The benefit of accommodating children closer to family and support networks was afforded significant weight; the limited harm to police, health and education services was afforded limited weight; and the absence of harm to highway safety, living conditions and character was neutral. On balance, the benefits outweighed the harms and the conflict with the development plan, and the proposal complied with Policy S4 of the Framework.
