The proposal conflicts with the development plan spatial strategy by locating housing in an unsustainable location outside the settlement hierarchy, and would cause significant adverse visual harm to the character and appearance of the countryside, with limited housing benefits that do not outweigh these deficiencies.

The limited benefits of six dwellings and associated economic and social benefits do not outweigh the conflict with the development plan as a whole and the significant harm to character and appearance, particularly given the Council's demonstrated five-year housing land supply.
