The lack of evidence that natural slates cannot be reused or supplemented for the necessary repairs, combined with the disruptive visual effect of modern fibre cement tiles on the roofscape of the locally listed terrace within the Conservation Area, meant the less than substantial harm was not outweighed by the public benefits.
The less than substantial harm to the significance of the non-designated and designated heritage assets was not outweighed by the moderate public benefits of necessary repairs.
