The proposed totem sign would harm the amenity of the area by eroding the openness of the landscaped verges and creating an excessive proliferation of advertisements, which harm was not outweighed by the business need for signage.

The business need for signage at the retail park entrance did not outweigh the harm to amenity arising from the proposed totem sign.
