What decided it

The Inspector's conclusion that continued use of the building as a public house was no longer viable and that conversion to an HMO was the only realistic way to secure the building's future, outweighing the harm from loss of historic pub features.

The harm to significance from loss of the historic pub use, bar and associated features was outweighed by the public good of securing the future of the listed building through conversion to residential use.
