The proposed digital advertisement would be unduly prominent, visually incongruous and materially and unacceptably harmful to the amenity of the conservation area and neighbouring residents due to its brightness and frequently changing images, contrary to the Framework's requirement to control advertisements in the interests of amenity.
The efficiency and environmental benefits of digital technology and potential local economic benefits did not outweigh the identified harm to amenity in the conservation area.
