What decided it

The proposal fails to satisfy the Sequential Test for development in areas at risk of flooding, as no evidence was provided that sequentially preferable sites in lower flood zones are unavailable.

The minor social and economic benefits of two dwellings and site improvement were outweighed by significant conflicts with the development plan and Framework policies on flood risk and sustainable development, to which the presumption in favour of sustainable development did not apply.
