What decided it

The significant harmful effect on the character and appearance of the area caused by the mast's prominence and bulk in the streetscene was not outweighed by the moderate weight given to telecommunications benefits and the limited weight given to locational constraints.

The moderate weight given to economic and social benefits of telecommunications infrastructure and the limited weight given to alternative site constraints did not outweigh the significant harm to character and appearance.
