What decided it

The proposal conflicts with the settlement strategy by introducing backland development outside settlement limits contrary to Policy S4, and would cause significant harm to neighbouring living conditions through concentrated vehicle movements and noise.

The benefits of renewable energy incorporation did not outweigh the identified harm to character and appearance and neighbouring living conditions.
