What decided it
The appellant failed to prove continuous ten-year mixed use of the wider site and the harm caused by the new garage to character, appearance and neighbours' living conditions outweighed the economic benefits of the business.
The considerable harm to character and appearance and the very significant harm to living conditions from noise and disturbance clearly outweighed the economic benefits of the car repair business, resulting in conflict with the development plan as a whole.
