What decided it
The garage would appear as a jarring, discordant and unduly dominant addition to the street scene due to its projection forward of the sloping bank and its height when viewed from Brewery Lane, thereby harming the character and appearance of the area contrary to the development plan.
The limited benefits of the scheme (electric vehicle charging, cycle parking, roof planting, and retention of the fence line) did not outweigh the harm to character and appearance identified by the Inspector.
