What decided it

The substantial harm to character and appearance from the discordant bulk and massing of the new dwelling, combined with the oppressive living conditions created by the severely limited outlook from the bedroom window, outweighed the economic and housing benefits of the proposal.

The economic benefits of housing delivery and construction supply chain support were given some weight but were insufficient against the substantial weight attached to the harms to character and appearance and living conditions.
