Condition 3 failed the test of reasonableness and necessity because the building would not harm visual amenity and future provisions in the development plan and permitted development rights would adequately address any cessation of agricultural use, whereas condition 5 was necessary to prevent unfettered installation of plant or machinery that could harm residential amenity.
