The Inspector concluded that the zero mitigation scenario's increased queuing on Leven Road, though significant, did not amount to a 'severe' cumulative impact on the road network under Framework paragraph 111.

the acceptable (non-severe) highway impact of the zero mitigation scheme, together with the substantial affordable housing benefit, meant the proposal complied with the Framework and the development plan as a whole, with no material considerations against granting permission
