What decided it
The less than substantial harm to the setting of the Grade II listed building Hill House, to which considerable weight was afforded under section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, could not be justified by the modest benefits of the proposal.
The modest economic, social and environmental benefits of 8 dwellings were outweighed by the less than substantial harm to the setting of a designated heritage asset and moderate harm from cumulative vehicle movements, with the adverse impacts significantly and demonstrably outweighing the benefits when assessed against NPPF policies as a whole.
