The significant harm to the character and appearance of the area through the loss of the rural landscape corridor and the inappropriate location of the site for housing, substantially and demonstrably outweighing the benefits of housing supply, even with the tilted balance engaged due to the Council's shortfall in five-year housing land supply.

The moderate benefits of housing supply and associated social, economic and environmental benefits were substantially and demonstrably outweighed by the significant harm to character and appearance and the fundamental incompatibility of the site as an inappropriate location for housing in terms of sustainability and accessibility to services and facilities.
