What decided it

The recess of the glazed screen within the underpass would preserve the visual primacy and dark character of the arched entrance, thereby maintaining the building's original industrial character and appearance.

The limited weight given to security and noise/pollution benefits was outweighed by the neutral heritage impact and compliance with design and heritage policies.
