What decided it

The proposal fails to demonstrate a local need for self-build housing and would cause significant harm to the character and appearance of the area by introducing a suburban-density development incompatible with the existing low-density edge-of-settlement pattern.

The benefits of the scheme (sustainable location, local economic contribution, ecological management) do not outweigh the policy conflicts with CS Policies 1 and 21 and LP Policy EN1, and the identified harm to character and appearance.
