The modest benefits of housing supply and the small positive contribution to housing choice were significantly and demonstrably outweighed by the conflict with development plan policies (which attracted significant weight as consistent with the Framework), the creation of an isolated dwelling, and the unsustainable location requiring reliance on the private car.
