What decided it

The gazebo harms the setting and significance of the listed building through its excessive size and dominance relative to the cottage when viewed from within the garden, and this less-than-substantial harm cannot be justified by private benefits alone.

The less-than-substantial harm to the setting and significance of the designated heritage asset, to which great weight must be given, was not outweighed by the private benefits of the gazebo to the occupants.
