In Appeal A, the substantial harm from unsatisfactory living conditions outweighed the moderate benefits of housing provision and efficient land use. In Appeals B and C, the substantial harm to character and appearance combined with substantial harm to living conditions outweighed the limited cumulative benefits of the schemes.
