The significant harm to character and appearance arising from the monopole's excessive height, bulk and cumulative visual impact with the existing mast, combined with the appellant's failure to adequately explore whether the public benefits could be achieved by redeveloping the existing nearby mast, outweighed the benefits of enhanced telecommunications infrastructure.
The benefits of the installation in terms of enhancement of the telecommunications network, contribution to economic growth and operational needs were outweighed by the significant harm arising to the character and appearance of the area.
