What decided it

The harm to the character and appearance of the Harrow on the Hill Village Conservation Area outweighed the public benefits of the proposed teaching block, which in turn caused the dependent obligation appeals to fail.

The significant weight attributed to the public benefits (educational and economic) was insufficient to outweigh the great weight given to the less than substantial (mid-range) harm to the conservation area, so the balance tipped against allowing Appeal A.
