The limited harm to character and appearance and design objectives was outweighed by the appreciable social and economic benefits of housing delivery (net gain of one dwelling), efficient use of a windfall site within an existing settlement, and contribution to affordable housing provision, given the Council's failure of the Housing Delivery Test.
