What decided it

The Council's failure of the Housing Delivery Test at 54% engaged the tilted balance in NPPF paragraph 11(d)(ii), making the presumption in favour of sustainable development apply, such that the limited harm to character and appearance did not significantly and demonstrably outweigh the benefits of housing delivery and affordable housing contribution.

The limited harm to character and appearance and design objectives was outweighed by the appreciable social and economic benefits of housing delivery (net gain of one dwelling), efficient use of a windfall site within an existing settlement, and contribution to affordable housing provision, given the Council's failure of the Housing Delivery Test.
