What decided it

The inability to secure satisfactory living conditions for future occupiers due to overlooking from No. 1, which could not be guaranteed through condition as the existing dwelling was not included in the application site.

The delivery of housing on underutilised urban land was given substantial weight, but the adverse impacts on living conditions of a poor quality development would significantly and demonstrably outweigh the benefits when taking the Framework as a whole.
