The appellant failed to discharge the burden of proof on the balance of probabilities by providing insufficient evidence of the proposed production balance and activity quantification to demonstrate that off-site wine production and tours would remain ordinarily incidental and reasonably necessary to the primary agricultural use of growing grapes.
