What decided it

The harm to the character and appearance of the Blackdown Hills AONB, combined with the site's unsuitability for housing due to poor accessibility to services, outweighed the moderate benefits of housing delivery and reuse of previously developed land.

The benefits of reusing previously developed land and providing two energy-efficient homes were of moderate weight but did not outweigh the unsuitability of the site for housing and the harm to the AONB; the balance tipped towards conflict with the development plan.
