What decided it

The proposal would harm the character and appearance of the area and the significance of the Redbourne Conservation Area through loss of mature trees, and would be located in an unsuitable location with poor access to services and facilities, with no material considerations indicating the decision should be made other than in accordance with the development plan.

The less than substantial harm to the Redbourne Conservation Area, character and appearance of the area, and unsuitability of location outweighed the modest benefit of providing one additional dwelling, with no sufficient public benefits demonstrated to justify the harm.
