What decided it
The proposal fails the sequential test for flood risk and cannot achieve the required highway visibility splay, and these restrictions in the Framework policies on flood risk and highway safety mean the presumption in favour of sustainable development does not apply despite the lack of five-year housing land supply.
The economic benefits of construction and occupation of two family homes and the use of ground source heat pumps were outweighed by the Framework policies restricting development in flood risk areas and the multiple conflicts with the development plan on location, flood risk, character and appearance, and highway safety.
