What decided it

The design and detailing of the garden room/office and shed caused less than substantial harm to the setting of the Grade II listed building and failed to preserve the character and appearance of the conservation area, which could not be outweighed by the appellant's arguments or the provision of home-working space.

Less than substantial harm to the heritage asset weighed against the public benefits of the proposal (none identified); the harm outweighed any benefits and the policy conflict was not overcome.
