What decided it
The Council's inability to demonstrate a 5-year housing land supply engaged the tilted balance under paragraph 11(d) of the Framework, and the absence of any adverse impacts that would significantly and demonstrably outweigh the benefits of the proposal meant the presumption in favour of sustainable development applied.
The benefits of housing delivery and the provision of affordable housing through the unilateral undertaking, supported by the Council's evidence of serious market housing affordability problems and substantial unmet affordable housing need, outweighed the Framework's general position against affordable housing in minor residential developments, and the proposal accords with the development plan overall with no adverse impacts significantly and demonstrably outweighing its benefits.
