What decided it

The proposal would cause harm to the High Weald AONB, a nationally designated landscape, which provides a clear reason for refusal under NPPF paragraph 11(d)(i) and displaces the presumption in favour of sustainable development despite the Council's housing land supply shortfall.

The housing land supply shortfall was outweighed by the requirement to protect the High Weald AONB, which the Framework advises has the highest status of protection in relation to landscape conservation and enhancement.
