The proposed additional storey would unbalance the coherent two-storey composition of the terrace and appear prominently and incongruously taller than neighbouring dwellings, thereby failing to accord with the external appearance requirements of paragraph AA.2(3)(a)(ii) of Class AA of the GPDO.
