What decided it
The Council's inability to demonstrate a five-year housing land supply triggered the presumption in favour of sustainable development under paragraph 11(d)(ii) of the Framework, which applied because the adverse impacts of granting permission would not significantly and demonstrably outweigh the benefits.
The moderate harm from conflict with the spatial strategy was outweighed by the moderate benefits of contributing one dwelling to the housing supply and delivering economic benefits, particularly given the Council's housing land supply shortfall, applying the tilted balance under paragraph 11(d)(ii) of the Framework.
