The significant and unresolved harm to the Solent Maritime SAC from nutrient discharge, for which no adequate mitigation mechanism was demonstrated, was not outweighed by the benefits in favour of the development.

The significant harm from uncertain nutrient neutrality mitigation and moderate harm to character and appearance were found, on balance, not to be outweighed by the significant benefits of meeting unmet Gypsy and Traveller need, the welfare of the children, lack of alternative sites, and other social and economic benefits.
