What decided it
The less-than-substantial harm to the significance of the Laleham Conservation Area through harm to its character and appearance was not outweighed by the moderate contribution to housing supply, and the heritage protection policies in the Framework provided a clear reason for refusal under paragraph 11(d).
The significant weight afforded to the contribution of 5 energy-efficient dwellings to the Borough's housing supply did not outweigh the less-than-substantial harm to the significance of the Laleham Conservation Area, to which great weight must be given under paragraph 199 of the Framework.
