The change from a non-illuminated to an illuminated digital display would create a dominant, eye-catching focal point with a garish commercial character that would cause significant harm to the visual amenity and character and appearance of the Conservation Area, which would not be outweighed by the benefits of reducing the size of the existing hoarding.
