What decided it

The cumulative adverse impacts on character and appearance, living conditions, and parking provision significantly and demonstrably outweigh the moderate benefits of additional housing supply when assessed against the Framework as a whole.

The moderate benefits of 22 additional housing units and economic benefits during construction were significantly and demonstrably outweighed by the wide-ranging and long-lasting harms to character and appearance, failure to provide adequate living conditions for all occupants, insufficient parking provision, and absence of a policy-compliant affordable housing scheme.
