The substantial harm to the Green Belt by reason of inappropriateness and loss of openness was not clearly outweighed by the significant weight given to affordable housing and custom build provision and the modest weight given to site reuse, landscape improvement, biodiversity gains, bus accessibility and absence of local objection; the tilted balance under paragraph 11(d)(i) substantially reduced the weight attributable to housing supply contribution.
