What decided it

The uncertain and unresolved mechanism for mitigating nutrient discharge harm to the Solent Maritime SAC was found to represent significant harm that was not outweighed by the benefits of the scheme.

The moderate harm to character and appearance and the significant harm from uncertain nutrient neutrality mitigation to the SAC were found not to be outweighed by the significant benefits of meeting gypsy and traveller need, the family's personal circumstances, and the lack of alternative sites, so the balance tipped against the development.
