What decided it

The tilted balance under paragraph 11(d)(ii) was engaged because the most important policies (Policies 3 and 7) were out-of-date, and the substantial housing and affordable housing benefits together with significant highway/link road benefits were not significantly and demonstrably outweighed by the moderate landscape harm identified.

The substantial weight attached to housing and affordable housing delivery, significant weight to the link road and highway improvements, and moderate weight to biodiversity, open space and economic benefits outweighed the moderate, partly temporary landscape character harm and the limited harm from loss of agricultural land, so the adverse impacts did not significantly and demonstrably outweigh the benefits under the tilted balance.
