What decided it
The proposal's failure to accord with the development plan in respect of both character and appearance harm and the absence of a secured affordable housing contribution, combined with only minor housing benefits, meant the adverse impacts significantly and demonstrably outweighed the benefits under the Framework.
The minor benefits of providing one additional dwelling were significantly and demonstrably outweighed by the permanent harm to character and appearance and failure to meet affordable housing objectives when assessed against the policies in the Framework as a whole.
