What decided it
The proposal's location outside the settlement development boundary and failure to accord with the spatial strategy set out in the recently adopted TDLPS2, combined with harm to the character and appearance of the area, meant the benefits of the development were insufficient to outweigh the identified harms and policy conflicts.
The benefits of economic activity during construction, social benefits from future occupiers using local services, and contribution to housing needs were insufficient to outweigh the harm to character and appearance and the conflict with the Development Plan when read as a whole.
