What decided it
The absence of any mechanism to securely mitigate the likely significant effects on the Dorset Heathland SPAs and SACs at the permission in principle stage, as mitigation through CIL and planning obligations cannot be secured until the technical details consent stage.
Even if the Council lacked a five-year housing land supply and paragraph 11 of the Framework was engaged, paragraph 11(d)(i) provides a clear reason for refusal due to harm to designated habitat sites (SACs and SPAs), and the presumption in favour of sustainable development is not engaged.
