The unresolved and significant risk of harm to the Solent Maritime SAC from nutrient discharge, for which no adequate mitigation mechanism was demonstrated, outweighed the benefits of the development.

The significant harm from uncertain nutrient neutrality mitigation to the SAC, together with moderate harm to character and appearance, was found not to be outweighed by the benefits of meeting Gypsy and Traveller need, the family's personal circumstances, and the lack of alternative sites.
