What decided it
The proposal constitutes inappropriate development in the Green Belt with no very special circumstances to justify it, and the site is unsustainably located outside the settlement boundary with future occupiers dependent on private cars.
The modest benefits of housing delivery and economic benefits were outweighed by the substantial harm to the Green Belt from inappropriate development and the conflict with the Council's settlement strategy requiring strict control of countryside development
