Main issues, as the Inspector framed them
- Whether the site's location accords with local and national policies which seek to locate housing in a manner that minimises the need to travel by private vehicle and maintain the character of the countryside
What decided it
The site's location 1.2 kilometres outside the defined settlement limit in the countryside, where the proposal does not accord with Policy S14's limited categories of permissible residential development and is not physically well-related to the existing settlement such that it would constitute sustainable development.
The benefits of housing delivery, economic benefits from construction and occupation, minor aesthetic improvement to the site, and biodiversity net gains were not collectively capable of outweighing the conflict with the development plan, particularly given the district's sufficient five-year housing land supply.
