Main issues, as the Inspector framed them

  • whether the site is suitable for residential development, having regard to its location, the proposed land use, and the amount of development

What decided it

The site's physical and functional separation from Morchard Bishop, combined with poor accessibility to services and facilities and the unsustainability of the location in terms of reducing the need to travel by car, means the proposal does not meet the Framework's tests for residential development outside settlements, and the benefits do not substantially outweigh the adverse effects.

The proposal conflicts with the Council's strategies to direct housing to sustainable locations and reduce car travel, but the Council cannot demonstrate a five-year housing supply. Under Framework Policy S5, the proposal must be approved unless benefits are substantially outweighed by adverse effects. The Inspector attached substantial weight to harm in respect of patterns of movement and moderate weight to self-build benefits and housing supply benefits (to which Policy HO7 requires substantial weight), and limited weight to economic benefits. The benefits do not substantially outweigh the adverse effects.
