What decided it

The Council's failure to promptly acknowledge, prior to the Inquiry, that the heritage balance was passed, leading to unnecessary contesting of its second reason for refusal.

The Council accepted that significant weight to housing delivery, together with other public benefits, outweighed the moderate and low levels of less than substantial harm to designated heritage assets, meaning the heritage balance was passed.
