The availability of sufficient primary school places within a reasonable two-mile walking distance and the absence of evidence of healthcare capacity shortfall meant the development would not create unacceptable pressure on community infrastructure.

The benefits of significantly boosting housing supply and delivering 44 dwellings (including 3 affordable units) on a brownfield windfall site outweighed the Council's concerns about pressure on education and healthcare facilities, which were not substantiated by evidence.
